I don't think there's any doubt that Eureka will be exclusively a level 70 zone. It's basically set to be Stormblood's Diadem (with feedback and such from Diadem being used to direct it). Each mob can drop awesome gear and dynamis currency which was a good incentive to go for full clears. It's way better than diadem which is just hunts in an instance and simple aoe dodging mobs.

Only people doing Diadem for the drops are in hard mode, which can only be access trough FC workshop so parties are made in PF. But diadem is pretty much dead content aside from gathering stuff for the relic.
