Depends on your stats, really. But since it is a DEX weapon I would recommend sharp infusion and leveling up DEX. It depends on your stats. If you have high Dex you should infuse it with a sharp gem, if you have high strength maybe you should be looking to use a different weapon as it wouldn't scale very well with strength.

You need the right dex, and 70% of the strengh. Then you should be able to wield it two handed. You don’t need to two hand it for performing weapon art, if you have a shield with weapon art as skill instead of parry that would work too I believe. You need to two-hand the Uchigatana by pressing F on PC/Y on Xbox/Triangle on PlayStation.

It is easy to get bleed resist, and bleed is the main reason to use uchigatana. Without landing bleed, the damage in general is pitiful. Having a lot of low damage hits is fine, if you can get them in. A scythe though gives you the ability to dish damage out over a larger range, even if the player uses a shield.
