Local small engine mechanic got it up and running for me by replacing the carburetor, changing oil, spark plug, battery, one tire that had rotted through. and the various filters (air, fuel, oil).
Make sure it is not overfilled. This would indicate fuel leaking past the carburetor and into the cylinder while the tractor sits. Or may have a leaking head gasket. Not sure if there's any other check that can be done other than removing the cylinder head a looking at the gasket for dark burned areas on it.
